According to legend, St. Patrick said that yearning females could propose on this one day in February during the leap year, because women had been complaining about having to wait so long for men to propose. In 1288 Scotland passed a law that allowed women to propose to the man of their choice on February 29, and any man who declined must pay a fine--which could be a kiss, payment for a silk dress, or a pair of gloves.
